I will only refund what I received for Paypal Refund fees , if you send by accident

When a buyer sends a payment through goods and services whether by accident or not, Paypal automatically deducts a fee. 

So when this buyer sends a payment through goods and services, even after having told her PRIOR to send via friends and family only , I ask to refund.

I refund only the amount I get, not the Paypal fees.

The buyer asks why I did only a partial refund.

Do you know why I didn’t receive the full amount I paid? It’s my first time getting a refund and don’t use PayPal that much so I’m pretty new to this. 

I explain that I can only refund what I got, not the fees that Paypal got. 

She files a case with Paypal.

I send her a screenshot. I literally cannot refund what is not in my account.

She sends a screenshot, asking me to top up my account so  I can refund her.

I said no. 

Why do I have to eat the fees when she made a mistake ? I send her this email : 

Please tell me why should I top up and lose 1000 yen because you made a mistake ? Paypal will not refund me because of their bs rules . So please chase after them - they took your money, not me. Thank you <3

Even Paypal closed her case. 🤷🤷🤷
